The European Union has enacted legislation to improve health and safety at work and ensure high-quality PPE. PPE Directive 89/686/EEC covers the design, manufacturing, and sales of personal protective equipment. It establishes legal obligations to ensure that personal protective equipment on the EU market provides a high level of disaster prevention protection. The CE mark affixed to personal protective equipment provides evidence of this protection. These regulations also apply to any method of marketing personal protective equipment, and manufacturers must ensure that their products comply with relevant European unified standards, such as converting to national (BS) or international (BS ISO) standards, or technical specifications deemed suitable by notified bodies to meet the basic health and safety requirements of the directive. 2016/425 New PPE Regulation (EU) As of April 21, 2018, the European Parliament’s 2016/425 and the Council’s new regulations on personal protective equipment (EU) on March 9, 2016 repealed Directive 89/686/EEC, and the new PPE regulation is consistent with the new legislative framework policy. In addition, it has slightly modified the scope and risk classification of the product. It also clarifies the document obligations of economic operators. This regulation contains specific repeal, transition, and post provisions in Articles 46, 47, and 48. On November 16, 2016, the European Commission held a seminar in Brussels, providing all stakeholders with a guidance document on the transition of PPE from Directive 89/686/EEC to Regulation (EU) 2016/425 (FAQ). The guidance document on the implementation of Article 47 on transitional provisions is a common approach among members of the PPE working group.
